The Greater London Council (GLC) was the political governing body of London from 1965, succeeding the London County Council which covered a much smaller area. The reorganisation of local government in London was proposed by a Royal Comission and accepted by the government in 1961[1][2]. Initial elections were held in April 1964 and the following 12 months were spent establishing an administrative structure and ensuring a smooth handover of power. The GLC assumed its powers on 1st April 1965. Following the election of Ken Livingston as leader of the GLC in 1981, there was increasing conflict between the GLC and the UK government which led to the GLC being wound up in 1986. The GLC's responsibilities were passed to the 32 Borough Councils, with the London Residuary Body dealing with some matters, including the sale of County Hall.
